Top Financial Stocks To Buy Right Now

After consulting with outside financial advisors, in conjunction with the Elan (NYSE: ELN  ) board of directors and executive management team, the Ireland-based biotechnology company has determined the recent $12.50-a-share buyout offer from Royalty Pharma undervalues select Elan assets by as much as $4.3 billion, the company announced Wednesday.

According to Elan, its multiple sclerosis treatment Tysabri has an underlying value of approximately $11.85 a share, and possibly as much as $17.15 a share, based on Berenberg Bank estimates of global Tysabri sales. Tysabri values do not take into account operating expenses, and include sales estimates through 2016.

In addition to the Tysabri value calculations, Elan's press release suggests the value of its cash position is equal to $3.65 a share based on its pro forma net cash position of approximately $2 billion, as of March 31. The combination of cash per share and its Tysabri asset that the company has put forward values Elan between $15.50 and $20.80 a share.

    Chegg, Inc. (NYSE: CHGG) was the IPO disappointment of the week. Sure it has a lot of competition, but IPOs are supposed to be on fire now. Chegg managed to gain almost 3% on Friday to close at $9.13, but one must remember that the IPO price at $12.50 never saw the $12.50 open. The stock opened at $9.80 and closed at $8.88 on the first day, a move which will baffle IPO investors of growth companies who are buying an IPO at a time when major indexes are hitting new all-time highs. By the way, GSV Capital Corp. (NASDAQ: GSVC) was a runner-up�loser along with Chegg, as this fund owned shares of Twitter and Chegg pre-IPO. The stock price was above $16 before the Twitter IPO and is now down to $12.03 after another 8.8% drop on Friday. Bye-bye.

    A third angle to consider is the business development company GSV Capital Corp. (NASDAQ: GSVC). This is public and it owns a slug of Twitter shares. Its recent peak was $16.90 and the shares were recently down at $15.60. This stock rose into the Facebook, Inc. (NASDAQ: FB) IPO as well, only to roll over as Facebook’s shares did. The portfolio update from GSV on October 3 showed the following: Twitter, Inc. was shown to have a fair value of GSV Capital investment of $37.6 million, or about 15.1% of net assets at the time. If the IPO price has risen, so has that value. Another hot upcoming IPO of Chegg, Inc. was shown to have a fair value of GSV investment of $14.0 million, worth some 5.6% of net assets. Be advised that this stock has doubled since mid-summer, and shares fell rapidly from $18 down to $10 after the Facebook IPO.

    Price appears to share my enthusiasm for smaller bank stocks, as he currently own 19 small regional and community banks. He has been buying them consistently over the past few years, and I think he sees the same consolidation wave and shareholder value increase in the future that I do. He added to one position this quarter, buying more shares of Clifton Savings Bank (CSBK), the mutual holding company for the 11-branch bank in northern New Jersey. It looks like the bank trades for 1.9 times book value, but after the second-step conversion process is completed, the shares will trade at a slight discount to book. The bank is in excellent condition with an equity-to-assets ratio of almost 18 and nonperforming assets at just 0.53% of total assets.

Capital Markets

Capital Markets group's primary business activities include mortgage and other investments, mortgage securitizations, structured mortgage securitizations and other customer services, and interest rate risk management. Capital Markets group manages the Company�� investment activity in mortgage-related assets and other interest-earning, non-mortgage investments. It funds its investments primarily through proceeds the Company receives from the issuance of debt securities in the domestic and international capital markets. Its business activity is focused on making short-term use of its balance sheet rather than long-term investments. Activities Fannie Mae is undertaking to provide liquidity to the mortgage market include whole loan conduit, early funding, real estate mortgage investment c onduit (REMICs) and other structured securitizations and dollar roll transactions. Whole loan conduit activities include its purchase of both single-family and multifamily loans principally for the purpose of securitizing them. During the year ended December 31, 2010, it was engaged in dollar roll activity. A dollar roll transaction is a commitment to purchase a mortgage-related security with a concurrent agreement to re-sell a similar security at a later date or vice versa.

Fannie Mae�� Capital Markets group is engaged in issuing both single-class and multi-class Fannie Mae MBS through both portfolio securitizations and structured securitizations involving third party assets. Its Capital Markets group creates single-class and multi-class Fannie Mae MBS from mortgage-related assets held in its mortgage portfolio. Fannie Mae�� Capital Markets group may sell these Fannie Mae MBS into the secondary market or may retain the Fannie Mae MBS in its investment portf olio. The Company�� Capital Markets group cr! eates sin! gle-c! lass and ! multi-class structured Fannie Mae MBS, for its lender customers or securities dealer customers, in exchange for a transaction fee.     American Capital Agency (NASDAQ: AGNC  ) is down over 15% over the last 30 days, and mREIT giant Annaly Capital Management (NYSE: NLY  ) has ticked down roughly 10%.

    American Capital Agency buys agency- (i.e., U.S. government-) backed mortgage-backed securities and makes money by levering its portfolio as much as is reasonable to take advantage of the net interest margin between what it borrows at and what it lends at. In recent months, these interest spreads for the two largest agency-backed mREITs, Annaly Capital Management (NYSE: NLY  ) and American Capital, have been shrinking due to the Fed's ongoing bond-buying activity, which is removing many MBS' buying opportunities from the marketplace. In addition, as my Foolish colleague David Hanson pointed out last week, American Capital reported a comprehensive loss of $557 million, meaning its market securities lost value in the first quarter. In short, mREITs aren't without their fair share of risks.
